Capitol Heights man pleads guilty to embezzling thousands from a DC Department of Corrections Labor Union

The United States Attorney’s Office for the District of Columbia reports that 65-year-old Andra Parker of Capitol Heights, Maryland has pleaded guilty to wire fraud and embezzling tens of thousands of dollars from a D.C. Department of Corrections Labor Union.

Authorities say Parker was a former D.C. Corrections officer who also served as Chairman of the Labor Committee from June 2018 to April 2019. The organization represents all members of the D.C. Department of Corrections.

Officials say Parker had full access to the Labor Committee’s bank accounts and was issued a debit card. As part of the guilty plea, Parker admitted that he misappropriated more than $30,000 from union funds to pay for unofficial travel, lodging, and entertainment for himself and his friends.

Authorities say he spent more than $7,000 on a trip to New York City, including $616 on tickets to Summer: The Donna Summer Musical. Authorities also say he spent more than $2,000 in union funds to purchase four tickets to a Diana Ross concert in North Bethesda, Maryland.

Parker’s sentencing has been scheduled for March 6, 2025.
