The Tulare County Sheriff’s Office has announced the arrests of a Goshen father and step-grandfather in the sexual abuse and murder of a 14-year-old girl. On January 16, 2024, TCSO deputies responded to a home in the 30600 block of Road 72 in Goshen after family members reported that a 14-year-old girl was unresponsive.

The girl was transported to an area hospital where he was pronounced deceased. Deputies noticed indications of severe neglect. Detectives say they learned that the girl’s father 50-year-old Raymond Pena and her step-grandfather 64-year-old Brett Minkler engaged in prolonged sexual abuse with her.

Detectives also say the girl died as a direct result of severe neglect by her father and step-grandfather. Both were arrested on March 1, 2024. They were booked into the Adult Pre-Trail Facility on charges of Homicide and Felony Child Abuse Resulting in Death. Detectives believe other girls frequented the home of Pena and Minkler so there could be other victims.
