On November 15, 2023 just before 11 AM, a Central Precinct Bike Squad officer was flagged down by a witness who informed the officer a stabbing had just occurred at NW 3rd Avenue and NW Davis Street. The officer confronted and challenged an uncooperative suspect. According to a press release from the Portland Police Department, the suspect kept walking away despite lawful orders to stop.
Other units responded to the scene to assist the Bike Squad officer. Police say the suspect advanced toward an officer until the officer used an electrical weapon, CEW or Taser. The Taser was effective and allowed police to detain the suspect. With the suspect apprehended, officers began searching for a victim and crime scene.
An adult male victim was found with an apparent stab wound. The victim’s injuries were not life-threatening. The victim was transported to the hospital by ambulance. 52-year-old Lewis A. Ellis was booked into the Multnomah County Detention Center on charges of Assault in the Second Degree and Unlawful Use of a Weapon.
