Rock Springs Police arrest multiple people after welfare check on a minor child

The Rock Springs Police Department has announced multiple arrests following a welfare check on a minor child. RSPD says it served a warrant at 1030 Pilot Butte Avenue on October 22 to check the welfare of a child.

Police and Department of Family Services personnel attempted to perform welfare checks at the residence before but were denied entry, according to authorities. Police say officers found animal feces and urine throughout the property, exposed wires, extreme filth, and minimal food.

RSPD also says its officers found drugs and paraphernalia. Three minor children were taken into protective custody and four adults were arrested. Richard Turner was arrested on two counts of Abandoning or Endangering a Child and an outstanding warrant for failure to register as a sex offender.

Kymberlyn Garfield was arrested on one count of Abandoning or Endangering a Child, Unlawful Possession Powder or Crystalline Less than 3 Grams, Unlawful Possession Schedule I or II Greater than 3 Counts, one count of Unlawful Manufacture or Delivery Schedule I or II Narcotic Drug, and Cruelty to Animals.

Duane Garfield is charged with Abandoning or Endangering Children, Unlawful Possession Powder of Crystalline Less than 3 Grams, Unlawful Possession Schedule I or II greater than 3 ounces, Unlawful Manufacture or Delivery Schedule I or II Narcotic Drug, and Interference with Peace Officer – Interferes or Resists Arrests.

Finally, Jennifer Fahrney was arrested on two counts of Abandoning or Endangering Children, Unlawful Possession Plant Form Less than 3 Counts, Unlawful Possession Powder of Crystalline Less than 3 Grams, and Endangering Children Permitting Child to Remain in Area with Methamphetamine.
