Prince William County Police officer arrested for abduction and sexual battery

The Prince William County Police Department announced the arrest of a police officer on September 26, 2024. PWCPD says it arrested a department member in an investigation that started on September 23, 2024.

It is alleged that the accused had inappropriate contact with an adult woman while on-duty on two separate occasions. PWCPD confirms that both parties are known to one another. The first incident occurred on June 4 in a secured area of Potomac Mills where the victim was employed.

During the first encounter, it is alleged that the parties were talking when the victim was forcibly handcuffed. The victim was not being detained or arrested for a criminal violation. After a short period, the victim was released and the two parties separated.

The second incident occurred on September 22 at Turley Park in Dale City. The two parties had reportedly agreed to meet. The accused was allegedly forcibly held against her will while they were involved in a verbal altercation.

The accused allegedly made repeated threats toward the victim. It is also alleged that the suspect inappropriately touched the victim and repeatedly grabbed her about the neck area. The victim informed police of the incidents on September 23.

28-year-old James Thomas Clinton was relieved of his police authority. An administrative and criminal investigation into the matter was launched. PWCPD says the accused held the rank of police officer with more than six years of service.

On September 26, Clinton was arrested. He has been placed on administrative leave as the criminal matter continues through court. Clinton is charged with two counts of Abduction, and one count each of Sexual Battery and Assault & Battery. At this time, he is being held without bond.

Clinton is scheduled to appear in court on November 13, 2024.
