The Portland Police Bureau has announced the arrest of a suspect in connection to the December 14 shooting. Around 1:24 a.m. on December 14, 2023, East Precinct officers responded to a report that someone had been shot in an apartment in the 16500 block of Southeast Bush Street. At the scene, police found an adult male victim who succumbed to his injuries.
The victim was later identified as 58-year-old Richard Newman of Portland. The Medical Examiner determined that the victim had died of homicide by gunshot wound. On December 19, 2023, homicide detectives said they had developed information about a suspect. The Multnomah County District Attorney’s Office presented the case to a Grand Jury.
The suspect was indicted on charges of Murder in the First Degree with a Firearm, Coercion with a Firearm, two counts of Burglary in the First Degree with a Firearm, Felon in Possession of a Firearm, and two counts of Unlawful Use of a Weapon.
The suspect has been identified as 30-year-old Jessie Garza III. On December 28, 2023, police located Garza but he eluded and fired shots at them. Following a four-hour standoff, Garza surrendered and was arrested on the aforementioned charges and more.
