Naugatuck, Connecticut – The Naugatuck Police Department has announced the arrest of a Waterbury man who allegedly attempted to pass off an emaciated dog as found.
According to an NPD statement, 37-year-old Julio Galindez-Rivera of Waterbury brought an emaciated Chihuahua to the Naugatuck Animal Control Facility claiming he found the dog the day before on January 4.
Authorities say the dog was in poor condition, emaciated, and its nails were curled into its paws. NPD says Animal Control requires every person who finds a dog to complete paperwork saying they don’t know anything about the dog or its owners.
It is alleged that the dog was owned by Galindez-Rivera. On January 28, Galindez-Rivera was arrested and charged with Cruelty to Animals and Obstruction of an Animal Control Officer.
He is being held without bond due to Parole Officers issuing a Remand to Actual Custody Order, according to NPD.
