Authorities asking for the public’s help in finding Lester Paul Richmond accused of senseless animal abuse of puppy

Maricopa County Attorney Rachel Mitchell announced an indictment against a man accused of horrific animal abuse. Lester Paul Richmond has been charged with one count of intentionally subjecting a domestic animal to cruel mistreatment which is a class five felony. In Arizona, a class five felony has the highest level of punishment for animal abuse.

In June 2023, Scottsdale Police received a call regarding a deceased puppy found in a neighborhood alley with its mouth taped shut. Following a review of surveillance video and other evidence, authorities identified Lester Paul Richmond as a suspect. At this time, he has not been apprehended.

The Maricopa County Attorney’s Office and Scottsdale Police need the public’s help in locating Richmond and bringing him to justice. Anyone with information is asked to contact Scottsdale Police at 480-312-TIPS.
