Man arrested following drive-by shooting and assault during domestic violence incident

A man is behind bars at the Spokane County Jail following a domestic violence incident on Saturday. The Spokane Police Department reports that its officers responded to a shooting in the 3000 block of East Jackson Street just before midnight on June 29.

At the scene, officers learned that an argument occurred between family members of a boyfriend and girlfriend after the boyfriend assaulted his girlfriend. The victim’s father came to the residence and confronted the boyfriend who was in his vehicle outside.

SPD alleges that the boyfriend got out of his vehicle and argued with the father. At some point, the boyfriend is accused of holding a gun and pointing it at the father. The boyfriend’s mother and a brother arrived. All were arguing when the boyfriend fired at the father and fled the scene in his vehicle.

The father was not injured. Two young children were in the house in the direction the shots were fired. Officers found shell casings and live rounds at the scene. SPD says it developed probable cause to arrest 23-year-old Harlen N. Cariss for Drive-by Shooting, 1st Degree Assault, and Reckless Endangerment.

Around 2:30 p.m. on June 30, 2024, Cariss was located as he drove from a residence. SWAT members contacted the vehicle and apprehended Cariss. At this time, Cariss is being held at the Spokane County Jail with a bail of $250,000.
