A man has been arrested by the Spokane Police Department for allegedly luring a child. SPD reports that officers responded to a call of a potential child luring incident in the parking lot of a store in the 1500 block of West Wellesley Avenue.
A juvenile female told authorities that a man in a red van pulled up next to her as she stood in the parking lot. The man allegedly asked if she wanted to pet his bird which was perched on his finger.
The girl was scared so she told the man no and began walking away. The man drove toward her and cut her off. The girl was able to get away from the man. SPD officers canvassed the area and obtained security video from the store. The footage reportedly showed the van clearly.
Using this information, officers were able to identify the registered owner of the vehicle. They approached 71-year-old Frank J. D’Orr at his residence and established probable cause to arrest him for lure. D’Orr has prior felony convicted for 2nd Degree Rape and 2nd Degree Assault.
He was booked on a charge of Child Luring.
