Webster Police arrest man who lured juvenile into his car with a dog before assaulting her

A man is behind bars after he allegedly lured a girl into his vehicle and assaulted her. The Webster Police Department said that officers spoke to a juvenile female and her grandmother in the lobby of the police department on April 15, 2024. The juvenile disclosed that she had been at Memorial Beach when a man with a dog lured her into his vehicle.

The man drove her to a location to drop off the dog and assaulted her inappropriately at some point. The suspect then dropped the victim off near her residence. The juvenile victim told her grandmother about the assault. Webster Police say evidence was collected and patrols were increased at Memorial Beach.

WPD says the investigation indicated that the suspect told the victim he would be at Memorial Beach the following day around 11:30 a.m. Using the description provided by the victim, officers were able to find a vehicle matching the description and a potential suspect was identified. On Friday, the suspect was taken into custody without incident.

68-year-old Walter Fanion was transported to the Webster Police Department and charged with Kidnapping, Enticing a Child Under 16, four counts of Indecent Assault, and Battery on a Child Under 14. Fanion is being held on $75,040 cash bail.
