Portland police arrest four suspects in connection to the December 2020 slaying of Dhulfiqar Kareem Mseer

Portland Police have announced the arrest of four suspects in a December 2020 slaying. According to a PPB media release, North Precinct officers responded to the area of Northeast Stafford Street and Northeast 11th Avenue for reports of a shooting on December 12, 2020.

At the scene, responding officers found a victim suffering from life-threatening injuries. The victim, who was later identified as Dhulfiqar Kareem Mseer, was transported to an area hospital where he succumbed to his injuries. The investigation by the Portland Police Homicide Unit, FBI, Multnomah County Sheriff’s Office, and partner agencies led to the identification of four suspects.

They include 32-year-old Anthony Devion Bagsby, 23-year-old Taezhon Tyreik Kelly, 25-year-old Delane William Ray, and 28-year-old Cocoa Dalonta Taplin. Law enforcement apprehended Kelly in Texas on March 19, 2024. Bagsby and Taplin were arrested in Portland and Ray was arrested in Louisiana on March 20, 2024. The four suspects have made initial appearances in federal court.
