Massachusetts State Police arrest Revere sex offender for having child sexual abuse materials

Detectives with the Massachusetts State Police have announced the arrest of a Revere man for allegedly having hundreds of images and videos of child sexual abuse material on his mobile phone. 45-year-old Kenneth Higgins is charged with possession of child pornography and possession of child pornography third offense.

Massachusetts State Police said in a media release that Higgins is classified as a Level 2 Sex Offender and has multiple prior convictions for possession of child sexual abuse materials. Higgins is currently on probation following a prison sentence served for a 2008 child pornography conviction.

The charges stem from an investigation by the State Police Detective Unit for Suffolk County and the State Police Cyber Crime Unit. It began after a cyber tip provided by Yahoo to the National Center for Missing and Exploited Children. A search warrant was carried out at Higgins’ Revere Beach Parkway apartment where authorities retrieved his phone.

Higgins refused to provide a passcode. A trooper retrieved its memory card per a court authorized search. MSP says hundreds of images and videos of child sexual abuse material were extracted from the card. A search warrant was also served at an apartment at 165 Hawthorne Street in Chelsea belonging to a friend of Higgins. Charges may be filed against the resident depending on the Cyber Crime Unit’s examination of the devices.
