Two Allegheny County Men In Custody After Investigation Into Dravosburg Fatal Crash Involving School Van

The Allegheny County Police Department arrested a 43-year-old man and a 37-year-old man in connection with a fatal collision involving a school van in Dravosburg. William Soliday II and Andrew Voigt will be remanded to the Allegheny County Jail following a preliminary arrangement.

Allegheny County Police Department responded to the intersection of Richland Avenue and 3rd Street at 7:25 a.m. on September 20, 2023, to investigate a collision. Upon arrival, officers found a crash involving a Volkswagen Jetta GTI and a school van, both of which were occupied.

The school van was occupied by the adult male driver and four juveniles, one of whom was pronounced deceased at the scene. The driver was listed in critical condition. The driver of the Volkswagen was taken to an area hospital in critical condition.

The victim who died at the scene was later identified as Samantha Kalkbrenner, 15.

Following an investigation, detectives determined the bus driver checked both directions several times before turning left onto Richland Avenue. As the school van entered the intersection, it was struck by the Volkswagen. CCTV footage showed a Jeep Grand Cherokee Trackhawk pass through the intersection immediately following the crash.

Witnesses reported that the Jeep and Volkswagen were speeding across Mansfield Bridge toward the intersection of Richard Avenue and 3rd Street. Witnesses suggested the vehicles were racing. The eyewitness reports were validated through CCTV footage.

Detectives later identified the driver of the Volkswagen as William Soliday II. The driver of the Jeep was identified as Andrew Voigt. The men were co-workers at a business not far from the accident scene.

Detectives obtained a warrant to search the Volkswagen. The Event Data Recorder (EDR) revealed the vehicle was traveling in excess of 100 mph within seconds of the crash. It was determined that the Volkswagen was traveling 90 mph when it struck the school van.

Soliday is facing involuntary manslaughter, third-degree murder, and homicide by a vehicle. Voigt is facing one count of accidents involving death/personal injury.
