Prince William County Police arrest man who fatally struck woman walking her dog

The Prince William County Police Department has announced the arrest of 30-year-old Neil Jostin Stagnarao Riega who is charged with Involuntary Manslaughter. Police allege that Riega was speeding when he fatally struck a woman who was walking her dog.

On October 17 around 6:37 a.m., officers responded to the area of Mapledale Drive and Miles Ct. in Woodbridge for a crash involving a pedestrian.

Police say the driver of a 2020 Nissan Versa was traveling southbound on Mapledale Drive and approaching the intersection with Miles Ct. when the vehicle left the roadway, drove onto the sidewalk, and hit a woman walking her dog.

The 57-year-old female pedestrian was pronounced deceased at the scene. PWCPD says the dog was later found near the pedestrian’s residence unharmed.

Police say crash investigators obtained an arrest warrant for the driver, Riega, in connection to the crash. Police allege that he was driving more than 20 miles over the posted speed limit in a residential zone at the time.
