Multnomah County Sheriff’s Office arrests man caught on video kicking a puppy

The Multnomah County Sheriff’s Office has arrested a man who was caught on video kicking a dog. Around 1:50 p.m. on August 19, 2024, MCSO deputies responded to a call about animal abuse at an apartment complex in Troutdale.

The call detailed a possible case of cruelty involving a 12-week-old Rottweiler-Bull Terrier Mix. At the scene, deputies spoke to a witness and reviewed video evidence. MCSO reports that the video showed 25-year-old Merlyn Christopher Blair abusing the puppy.

It allegedly shows Blair aggressively kicking the dog as it was relieving itself on the grass. Then, he forcibly yanks the dog’s leash lifting the dog’s legs off the ground. After learning he had been reported, Blair allegedly approached the witness’s front door and forcefully kicked it.

The witness called 911. Blair was arrested and booked into the Multnomah County Detention Center on charges of Animal Abuse in the Second Degree and Disorderly Conduct in the Second Degree.
