Parolee arrested for fatal unprovoked attack at barber shop on Hudson Avenue in Rochester

A parolee is back behind bars. This time, the suspect is facing a Criminally Negligent Homicide charge. The Rochester Police Department reports that 42-year-old Jovan Lucas was standing outside a barber shop at 1070 Hudson Avenue where he worked around 11 p.m. on August 9, 2024.

Police say Lucas was punched in the head in an unprovoked attack, fell to the ground, and became unconscious. Lucas was transported to the Rochester General Hospital. He succumbed to his injuries on August 16, 2024.

The death was ultimately ruled a homicide. Major Crimes Homicide Section investigators say 27-year-old Tyquan Ruther was the person responsible for the assault. Ruther was taken into custody on August 20, 2024 and charged with Criminally Negligent Homicide.

Authorities say Ruther is a twice-convicted felon and was on parole for two convictions in 2019. He was convicted of Criminal Possession of a Weapon and Criminal Possession of a Controlled Substance.

At the time, he was allegedly shooting a handgun in the middle of the street on Joseph Avenue. Ruther was released in January 2023. Five months following his release to parole supervision, he was arrested for Criminal Possession of a Controlled Substance.

In August 2023, he was arrested again for Driving While Intoxicated. Ruther eventually pled guilty to DWAI and was sentenced to a Conditional Discharge with a $500 fine.
