30-year-old Wink Texas man charged with seven counts of cruelty to animals

The Winkler County Sheriff’s Office has announced charges in connection to allegations of cruelty to animals. WCSO reports that it received a complaint in reference to animals living in unsanitary conditions at a residence in the 500 block of South Oaklawn in Wink on October 22.

Police say an officer visited the location and detected a strong odor coming from the residence. WCSO deputies responded to assist. Authorities say the majority of the interior of the residence and dog kennels was covered in fecal matter and urine.

Authorities also allege that several dogs were not properly cared for and had symptoms of poor health, including possible injuries and aggression. WCSO has identified the owner as 30-year-old Theodore Joe Frie of Wink.

The Wink Police Department says it seized five dogs. Frie was arrested for failing to provide necessary food, water, care, or shelter for an animal in his custody. He is charged with seven counts of Cruelty to Non-Livestock Animals.
