The US Attorney’s Office for the District of Columbia announced the arrest of 55-year-old James S. Carroll. Authorities say Carroll was the Head of School at an early education center in Northwest Washington D.C.

Carroll is charged with attempted coercion and enticement of a minor. He had his first court appearance on Saturday before Magistrate Court Judge Matthew J. Sharbaugh.

The criminal complaint alleges that Carroll used Discord to communicate with an undercover officer who was posing as the father of a young child between November 5 and November 14, 2024.

Carroll allegedly directed the officer to abuse the child for approximately two weeks. The criminal complaint says authorities identified Carroll as the Discord user based on IP addresses that led to his residence and workplace.

Carroll was the head of an elite DC preschool, the National Child Research Center, which serves children between 2 and 5. Carroll allegedly instructed the father to abuse his child and asked for “any new pics”.

According to an affidavit, investigators found that Carroll had talked with other Discord users about the circumcision of teen boys, urinating on boys and adults, and the dismemberment of adult men.

The affidavit claims that Carroll had an interest in “boy pics” and that his age preference was “8-12”.
