Former Orleans Parish Sheriff’s Office employee arrested for defrauding the agency and public

The Orleans Parish Sheriff’s Office reports that it has arrested a former OPSO employee, Labrina Carey Lackey, in connection with a scheme to defraud the agency and the public of more than $90,000.

Police say Lackey was booked into the Orleans Justice Center on multiple felony charges. According to OPSO, the charges originate from an investigation into a scheme created by Lackey to misappropriate funds from the OPSO Inmate Trust Fund.

Detectives say they discovered the scheme involving falsifying journal entries and issuing unauthorized check disbursements from former jail resident accounts to conceal cash discrepancies and deposits made at the bond window.

The discovery was made after the new CFO Bianka Brown joined OPSO in September 2024. Police say she launched a comprehensive review of the agency’s finances and coordinated a full forensic audit by an external team.
