On November 6, 2023 at approximately 10 AM, authorities responded to Summit Bridge Road for a reported shooting. An investigation determined that there is a construction zone on South Chapel Street near Dawson Drive that requires drivers in the right lane to merge left. A 22-year-old man driving a Chevrolet Silverado was traveling southbound in the right lane approaching the construction zone.
A Jeep Liberty was traveling south in the left lane. As the Silverado merged into the left lane entering the construction zone, its left rear bumper slightly hit the right front bumper of the Jeep Liberty. When the roadway returned to normal, the driver of the Jeep Liberty fired a BB gun at the Silverado shattering the window. Delaware State Police claim 34-year-old Joseph Bartell was the driver of the Jeep Liberty.
After detectives contacted Bartell, he turned himself in to authorities on November 7, 2023. Bartell has been charged with aggravated menacing, reckless endangering second-degree, and criminal mischief. After being arraigned, he was released on an $8,000 unsecured bond.
