The Stuart Police Department announced that it had arrested three after a report of inappropriate activity on a juvenile’s phone. According to SPD, a concerned mother reported possible illegal activity discovered on her child’s phone on September 11, 2024.
SPD detectives investigated allegations of inappropriate communication between the juvenile and several adult males. Detectives say they reviewed photos, videos, and social media accounts.
The suspects are accused of providing or offering to provide the juvenile victim with tobacco, alcohol, and other gifts in an alleged attempt to establish a relationship. Detectives allege that each suspect was aware of the victim’s age.
SPD also says the suspects either met the victim or arranged to meet the victim to commit these crimes. Robert Green of Fort Pierce was charged with Providing Tobacco to a Minor. Detectives allege Green met with the victim more than once and provided a vape instrument and other items.
Phoenix Monserrate of Palm Beach Gardens allegedly traveled to Stuart to meet the victim. Monserrate was charged with five counts of Promotion Sexual Performance by a Child and ten counts of Possession of Child Pornography.
Detectives say they located images of suspected child pornography on Monserrate’s phone. Monserrate is being held at the Martin County Jail with a bond of $1 million.
Austin Lanyon of Tampa was charged with Transmission of Harmful Material to a Minor, Use of a Computer to Solicit or Lure a Child, and Unlawful Use of a Two-Way Communication Device to Facilitate a Felony.
Authorities say Lanyon was employed as a City of Tampa firefighter. He is being held at the Hillsborough County Jail with a bond of $220,000.
