A former Lake Worth police officer has been indicted in May use of force incident

A Tarrant County Grand Jury returned an indictment in connection to a use of force incident involving a former Lake Worth Police officer.

44-year-old Landon Rollins was indicted on one count of Aggravated Assault with a Deadly Weapon and one count of Tampering with a Governmental Record.

Rollins turned himself into the Tarrant County Sheriff’s Office on November 12, 2024. LWPD says the Texas Rangers were asked to investigate the incident and their findings were presented to the Tarrant County Criminal District Attorney’s Office for review.

Lake Worth Police say an internal investigation led to multiple sustained policy violations leading to the termination of Rollins on July 8, 2024.

The suspect in the arrest was a criminal gang member with an active parole warrant. The suspect was allegedly selling drugs to an undercover officer at the time, according to authorities.

Previously, a Fort Worth man alleged that Rollins shot him in the back five times while he was sleeping inside a motel room in 2020. According to Tracy Langiano’s lawsuit, he still has debilitating injuries from the July 2020 shooting.

At the time, Rollins was working for the Fort Worth Police Department’s Mental Health Crisis Intervention Team. In April 2021, Rollins was suspended for 15 days for violating several department policies during the shooting.

Rollins and two other officers with the Crisis Intervention Team responded to the motel for a welfare check on Langiano at the request of his son. Rollins got a key to the room. Without knocking or announcing himself, he unlocked the door with his gun drawn, according to FWPD’s disciplinary report.

The report says a deadbolt was across the door. Rollins broke through the door without announcing himself as an officer. Police released video showing the next 20 seconds from the body camera of the officer behind Rollins.

Within three seconds, Rollins pushes into the dark room, turns to his left, and starts to speak before stopping short. He yells, “Gun!” in the video. At that point, Rollins steps back and starts shooting. Rollins fired six times although Langiano was shot five times, according to the disciplinary report.

In the video, the inside of the motel room is not visible. At the end of the 20-second video, Rollins says, “Don’t grab it” three times.

Langiano’s lawsuit alleges he “had not turned over, was not facing Rollins, did not have a weapon, and was not reaching for his holstered weapon.” A grand jury ultimately declined to indict Rollins in that case.

Rollins eventually moved to the Lake Worth Police Department. Lake Worth Police Chief J.T. Manoushagian released a statement when the lawsuit was filed.

“LWPD is aware of the civil lawsuit that has been filed against Commander Rollins for actions taken as a member of the Fort Worth Police Department. Prior to joining LWPD, Commander Rollins underwent a thorough background check where the details of this incident were carefully reviewed by our investigators. A Tarrant County Grand Jury also reviewed the case and found no evidence of wrongdoing. Following his honorable discharge from the Fort Worth Police Department, Commander Rollins was hired by LWPD. We are not a party to this suit, and we ask that all concerned respect the privacy of those involved.”
