14-year-old and father arrested after juvenile fatally shoots St. Petersburg woman at random

The Pinellas County Sheriff’s Office has arrested a 14-year-old and his father in connection to a deadly shooting. PCSO reports that Homicide and Robbery Unit detectives have charged a 14-year-old with First-Degree Murder.

Around 10:52 a.m. on July 25, 2024, deputies responded to the intersection of 27th Street North and 59th Avenue North in unincorporated St. Petersburg for a shooting. At the scene, deputies located 39-year-old Leslie Torres Fernandez lying face down in the roadway suffering from gunshot wounds to the upper body.

The victim was transported to an area hospital where she succumbed to her injuries. Detectives say they identified 14-year-old Jaevion Darrell Harvey as the suspect. Harvey was allegedly observed fleeing the scene on a bicycle following the shooting.

On July 26, detectives carried out a search warrant at Harvey’s residence in at 5900 29th Street North. Detectives say they found a loaded firearm believed to have been used in the shooting. Deputies also found other firearms, ammunition, cocaine, crack, MDMA, and more than $180,000.

Detectives claim Harvey admitted to shooting Fernandez at random and that he got the gun from his father’s bedroom. The father, 37-year-old Jarvis Spencer, has a lengthy criminal history with 15 felony convictions.

Harvey has been charged with Murder in the First Degree. Spencer was arrested on seven counts of Felon in Possession of a Firearm, one count of Felon in Possession of Ammunition, one count of Possession of a Firearm with Altered Serial Number, and more.
